WPD on alert for manhole cover thieves
The WPD yesterday ordered its personnel to intensify its operations against manhole cover thieves, anticipating a surge in such incidents this rainy season.

Chief Insp. Florencio Ortilla issued the memorandum citing the MMDA's report regarding the continued theft of steel gratings and catch basins, manhole covers, and underground utilities.

He said the stealing of these items has caused much "loss of limb and life" to people who fall into open manholes during floods. Ortilla stressed mere possession of manhole covers and steel gratings for drainage systems is a crime.

Not much progress, I guess. You know the economy's bad if people resort to stealing manhole covers to sell as scrap metal.
